Cleanup to begin at Happy Days Chinese Seafood Restaurant

HONOLULU — The City and County of Honolulu’s Department of Planning and Permitting (DPP), in coordination with the Hawaiʻi Department of Health (DOH), has authorized limited access to a portion of the Happy Days Chinese Seafood Restaurant in Kaimukī to allow the restaurant owner/operator and property owner to remove spoiled food and conduct necessary cleanup.

On Sept. 24, DPP clarified to the property owner and the restaurant owner/operator, that the adjacent flat-roof kitchen area, located to the rear of the property, is safe to enter for limited cleanup activities. Happy Days Corporation and its authorized agents may enter only the flat-roof kitchen portion of the building and only for the limited purposes of removing and properly disposing of spoiled or rotting food and performing necessary cleanup in that area.

To help address the conditions at the property, DPP coordinated with the property owner, restaurant owner/operator, their insurer, the professional cleaning services company, and the Hawaiʻi Department of Health to identify a safe path forward. Through these discussions and coordination, the parties were able to move forward with necessary cleaning in the rear, kitchen portion of the property.

The restaurant tenant has engaged professional cleaning services, and a cleaning crew began its assessment and work to remove the spoiled food from the kitchen today. The crew expects to be finished by Oct. 2.
